James A. Rasmussen

James A. Rasmussen has served as the Chief Public Defender of Wichita County since 2008. During that time his office, with the county support, he created and currently maintains a special legal and investigative staff, including a full-time mental health case manager, devoted to the defense and pretrial diversion of indigent individuals with mental and intellectual disabilities. Mr. Rasmussen has mental health experience representing clients facing mental health civil commitments, post-conviction Atkins claims in death penalty cases and insanity and incompetency proceedings. Mr. Rasmussen’s legal practice over the years has been diverse, including 22 years of private practice as well as public service as an elected county attorney, city attorney and chief felony prosecutor. He graduated from Baylor Law School in 1980 and is admitted to practice in numerous federal courts and is Board Certified in Criminal Law by the Texas Board of Legal Specialization.
