Hon. Barbara Hervey, Chair

Barbara Parker Hervey was elected to the Texas Court of Criminal Appeals in 2000. Before her election, Judge Hervey was an Assistant District Attorney for 16 years in the Appellate Section of the Bexar County District Attorney’s Office in San Antonio. She earned her Bachelor of Arts Degree from The University of North Carolina at Greensboro and her Juris Doctor from St. Mary’s University School of Law in San Antonio.

Judge Hervey has been an author and speaker for over 450 lectures and legal seminars. She is a co-chair of the permanent Texas Judicial Commission on Mental Health, is a member of the Senior Advisory Board for the Center for Statistics and Applications of Forensic Evidence (CSAFE), and is member of the Training Advisory Board for the Texas Police Chief’s Association. She also founded the Texas Criminal Justice Integrity Unit and has been the Chair of the Court’s Grant Committee for 20 years. The Committee manages over $30 million per biennium to train judges, attorneys, and their staff.

A member of the State Bar of Texas, the Texas Bar Foundation, the American Law Institute, and the American Academy of Forensic Science. Judge Hervey served as a Commissioner on the National Commission for Forensic Science and was an Advisor to the American Association for the Advancement of Science’s project, “Forensic Science Assessments: A Quality and Gap Analysis.” Judge Hervey was an adjunct professor at St. Mary’s School of Law for 10 years teaching Texas Criminal Procedure and was awarded the “Appellate Advocacy Award” from Region VI, Association of Government Attorneys in Capital Litigation and a “Certificate of Appreciation” from the San Antonio Police Officers Association for her work on Moore v. Texas, a case in which a police officer was murdered. Judge Hervey co-authored The Appellate Prosecutor: “Professional Responsibility on Appeal.” She has been recognized as a distinguished alumnus by her
high school and law school and has received the Rosewood Gavel Award from St. Mary’s School of Law. The Rosewood Gavel Award is given to an outstanding judge or justice in recognition of his or her contribution to our constitutional democracy.

Judge Hervey has three children, Christopher, Melissa, Edward, and two grandsons. She resides in San Antonio with her son and two dogs.
