Judge Larry Phillips, serves as judge of the 59th District Court. Governor Abbott appointed Phillips to that position on May 1, 2018, and he was later elected to a full term. Phillips serves as President-Elect of the Texas Association of Specialty Courts and on the State Bar of Texas Judicial Section’s legislative committee. Judge Phillips presides over an adult recovery court and maintains a specialized docket for those defendants found incompetent in the County.
Judge Phillips served eight terms as State Representative in the Texas House of Representatives. Of special note was his service as Chair of the House Select Committee on Services for Individuals Eligible for Intermediate Care Facility Services, concerning Texans with an intellectual or developmental disability. He also served as chair of the Red River Boundary Commission having been appointed by both Governors Perry and Abbott.
Judge Phillips served as President and Board member of the Federal Eastern District of Texas Bar Association and is a board member of the Paul Brown American Inn of Court. He is admitted to practice before the United States Court of Appeals for the Federal and Fifth Circuit Court of Appeals and all Federal District Courts of Texas.
