Judge J.R. Woolley serves Waller County as the Justice of the Peace, Precinct 2. He began serving in this position in January 2019 after being elected. In June of 2023, the Texas Judicial Commission designated his court as a Center of Excellence, the first Justice Court to receive the designation. He also serves as the Legislative Chair for the Justices of the Peace and Constables Association of Texas, where he works on legislation related to Justices of the Peace.
Born into a Marine Corps family he spent his childhood years up and down the East Coast and joined the Air Force after high school. He spent 23 years as a peace officer, retiring in 2018, having spent time on patrol, as a Child Sexual Assault Investigator, and as Chief Investigator at the Waller County District Attorney’s Office. Judge Woolley is a certified Advanced EMT with 22 years of experience in EMS and has been active in the volunteer fire service for over 30 years with prior service as a Fire Chief and currently serves as an Assistant Fire Chief.
